Northern Beaches Council aims to assess development applications within statutory timeframes of around 40 days, but in practice straightforward residential DAs typically take 14 to 20 weeks once additional information requests, hazard reports, neighbour notifications and Local Planning Panel referrals are factored in. Heritage-listed properties and proposals on sites with multiple hazard overlays take longer, often 18 to 28 weeks.

Common DA challenges on the Northern Beaches include:

  • Bushfire-prone land: all development on bushfire-prone land requires a Bush Fire Risk Assessment and certification by a suitably qualified consultant. The assigned Bushfire Attack Level (BAL) determines construction requirements under AS 3959 and significantly affects material specification, glazing, decking and roof construction.
  • Flood overlays: Council maps land in Low, Medium and High Flood Risk Precincts. Properties in flood-prone areas must meet floor-level controls, may require a Flood Management Report, and trigger additional design considerations for resilience and access.
  • Coastal hazard zones: beachfront properties, particularly along the Collaroy-Narrabeen frontage, sit within coastal hazard zones that affect setbacks, building forms and structural engineering requirements.
  • Three legacy LEPs: Manly LEP 2014, Warringah LEP 2011 and Pittwater LEP 2014 each apply to different parts of the council area. The correct controls, including height limits, FSR and zoning, depend on which former council area the property sits within.
  • Heritage Conservation Areas: Manly, Avalon and parts of Newport contain heritage conservation areas with their own controls on alterations and additions. Heritage Impact Statements are required for most works in these areas.
  • Tree and bushland controls: significant trees, bushland reserves and waterway buffers carry separate consent requirements for clearing or development.

All development on bushfire-prone land requires a Bush Fire Risk Assessment and certification prepared by a suitably qualified consultant. The assessment assigns a Bushfire Attack Level (BAL) rating, from BAL-LOW through to BAL-Flame Zone, which determines construction requirements under AS 3959. Higher BAL ratings significantly affect material specification, glazing, decking, roof construction and even landscape design.
